WASHINGTON — The White House confirmed Tuesday that crews will begin digging the foundation for the proposed Triumphal Arch as part of a standing contract to repair HVAC systems in nearby federal buildings.

Officials noted that the excavation can proceed simultaneously with the installation of new cooling units to avoid separate permitting requirements.

Local traffic patterns are expected to remain largely unaffected by the dual-purpose project.
