BATON ROUGE — Gov. Jeff Landry finalized the state's new 5-1 congressional map Tuesday by shaking an Etch-A-Sketch until the lines matched his party's goals. Officials have begun throwing out ballots that fail to correspond with the toy's erratic boundaries.

Residents are now instructed to approximate their district by folding paper into similar patterns before voting.
