Officials stated the error causing his removal to El Salvador was "functionally identical" to a misprinted label. Garcia must submit Form I-992 to request reinstatement of his physical presence. "The body is misplaced, but the file is correct," said Senior Adjudicator Martha Higgins. "He remains processed."
