The Department confirmed the ceasefire was paused because ongoing strikes are required to meet quarterly munitions expenditure quotas. Officials stated halting bombardment would leave fiscal allocations unused.

"Stopping now would require us to return unspent funds to Treasury, and nobody wants that audit," said Coordinator Alan Prestwick. "We have budgeted ordnance that needs deploying before Q3 closes."
